  4.     In the microns by which progress toward peace in the Middle
  5. East is measured, last week's announcement by Egypt was a
  6. significant advance. With the Palestine Liberation
  7. Organization's approval, Cairo formally accepted in principle
  8. U.S. Secretary of State James Baker's five-point plan for talks
  9. between Palestinians and Israel.

  11.     Egypt attached conditions to its acceptance, as did Israel
  12. when it endorsed the plan last month. And since Baker's five
  13. points were deftly ambiguous to begin with, the endorsements of
  14. Cairo and Jerusalem imply no resolution of their fundamental
  15. differences. The major open issues: Israel refuses to meet with
  16. representatives of the P.L.O. and insists that talks stick to
  17. its scheme for elections in the occupied territories leading to
  18. limited self-rule. The P.L.O. is determined to choose the
  19. Palestinian delegation and pursue the creation of an independent
  20. homeland. The next step is for the foreign ministers of Israel
  21. and Egypt to meet with Baker to shape the direct
  22. Israeli-Palestinian meetings.
